The Garden of the Provinces and Territories is the proposed new site for the Memorial to the Victims of Communism.
On December 17, 2015, the Government of Canada announced that it would launch a consultation process to review design considerations for the Memorial to the Victims of Communism and seek approval from the National Capital Commission (NCC) Board to build the monument at the Garden of the Provinces and Territories in Ottawa.
The Memorial to the Victims of Communism ? Canada, a Land of Refuge will honour and recognize Canada?s international role as a place of refuge for people fleeing injustice and persecution and honour the millions who suffered under communist regimes.
The consultation process follows the cancellation of site approvals to construct a version the Memorial on a contested site adjacent the Supreme Court of Canada. “Our national monuments should play a key role in reflecting the character, identity, history and values of Canadians.  The Government of Canada is seeking your input on how we can make this new national memorial resonate with us all,” writes Canadian Heritage on its webpage.
“Should it be a place of learning or reflection" Stately or intimate" What about design" Your feedback will be shared with the design teams competing for the project so they can take these ideas into consideration when developing their submissions.”
